Authorizing Personnel Transactions
and
Authorizing Expenditure of Federal Funds

By virtue of the authority vested in the Governor as the head of the Executive Branch of the State of Kansas, the following transactions are hereby authorized:

The request of Kraig Knowlton, Director of Personnel Services, to assign the Disability Examiner II job classification to pay grade 28 and establish step 8 of pay grade as the entry rate for the job classification is hereby approved, effective August 8, 2021.

The request of Kraig Knowlton, Director of Personnel Services, to establish step 7 of pay grade 22 as the entry rate for the Activity Specialist I job classification is hereby approved, effective August 8, 2021.

The request of Kraig Knowlton, Director of Personnel Services, to establish step 14 of pay grade 19 as the entry rate for the Safety and Security Officer I job classification is hereby approved, effective August 8, 2021.

The request of Kraig Knowlton, Director of Personnel Services, to establish step 15 of pay grade 18 as the entry rate for the Developmental Disability Specialist job classification is hereby approved, effective August 8, 2021.

The request of Kraig Knowlton, Director of Personnel Services, to provide a five-step increase to all classified employees in benefits eligible positions in the job classifications listed below and the equivalent of a five-step increase to all unclassified employees in benefits eligible positions with the job titles listed below in the Kansas Neurological Institute, Larned State Hospital, Osawatomie State Hospital and Parsons State Hospital and Training Center, is hereby approved, effective August 8, 2021.

The request of Kraig Knowlton, Director of Personnel Services, to provide a five-step increase to all unclassified employees in benefits eligible positions with the job titles listed below in the Kansas Neurological Institute, Larned State Hospital, Osawatomie State Hospital and Parsons State Hospital and Training Center, is hereby approved, effective August 8, 2021.

I have conferred with the Secretary of Administration, the Director of the Budget, the Director of Personnel Services, and members of my staff, and I have determined that the requested action is appropriate.

Pursuant to the authority of the Secretary of the Department of Commerce to receive and expend federal funds, and pursuant to the authority granted the Governor by Section 197 of Chapter 98 of the 2021 Session Laws of Kansas, approval is hereby granted to the Department of Commerce for expenditure in FY 2022 of monies in the federal fund entitled “Pathway Home 2 – Federal Fund.”

Pursuant to the authority of the Secretary of the Kansas Department for Children and Families to receive and expend federal funds, and pursuant to the authority granted the Governor by Section 197 of Chapter 98 of the 2021 Session Laws of Kansas, approval is hereby granted to the Kansas Department for Children and Families for expenditure in FY 2022 of monies in the federal fund entitled “Title IV-E Kinship Navigator Fund.”

Pursuant to the authority of the Secretary of the Kansas Department of Health and Environment to receive and expend federal funds, and pursuant to the authority granted the Governor by Section 197 of Chapter 98 of the 2021 Session Laws of Kansas, approval is hereby granted to the Kansas Department of Health and Environment for expenditure in FY 2022 of monies in the federal fund entitled “SHIP COVID Testing and Mitigation Fund.”

I have conferred with the Director of the Budget and members of my staff, and I have determined that the guidelines set forth in KSA 75-3711 and 75-3711c have been applied and that none of the foregoing actions exceeds the limitations contained therein.
